NYSERDA REBATE PROGRAM
NYSERDA's Commercial/Industrial programs provide energy efficiency services for existing buildings, new construction, commercial properties and industrial facilities.
Pre-Qualified Incentives
Applicants can receive incentives ($/unit) for pre-qualified energy-efficiency and conservation
measures. Projects can receive up to $30,000 through pre-qualified incentives. For national
fuel gas, pre-qulaified incentives are limited to a cap of $25,000. To apply for Pre-Qualified
incentives, download and complete the Main Program Application and the appropriate Measure Application(s). Pre-Qualified Applications can not be submitted online.
Follow these instructions to ensure complete application package for pre-qualified projects.

Performance-Based Incentives
The performance-based incentives component of the Existing Facilities Program offers
performance-based incentives to customers or ESCO's who are working on large-scale
energy efficiency projects. Performance-based incentives are typically higher than pre-qualified
incentives but are based on an engineering analysis and are potentially subject to measurement and verification (M&V) requirements.
Electric Incentives are provided to customers or energy service companies (ESCOs)
that implement energy-efficiency projects that deliver verifiable annual electrical energy savings.
The New York State Energy Research and Development Authority (NYSERDA) offers performance-based electric incentives to customers or ESCOs who are working on energy efficiency projects that deliver verifiable annual electric energy savings. Incentives are determined by multiplying the annual energy savings by the rates listed below.

**Electric to none-electric kW reduction is based on an electric chiller 2% more efficient than ASHRAE 90.1 requirements. It must offset summer peak kW load.
While incentives are based upon the amount of energy saved in one year, the total incentive can not exceed 50% of project cost. Project cost may include equipment, labor, and engineering expenses. Incentives are also capped at $2,000,000 per facility.
Eligibility
Minimum Efficiency – All equipment covered by ENERGY STAR® must meet the ENERGY STAR® minimum efficiencies. All other equipment must meet the following criteria:
- HVAC – All HVAC equipment must exceed ASHRAE 90.1 2004 by at least 2%.
- Motors – All motors must qualify as National Electric Manufacturers Association (NEMA) Premium Efficiency Motors.
- Lighting – T12 lighting technology is ineligible. All four-foot T8 fixtures must be high performance, or low wattage, as defined by the Consortium for Energy Efficiency (CEE). Note: Hard-wired or Pin-Based CFL's are eligible. For all performance-based lighting projects, the following Lighting Form must be filled out.
Custom Projects – Applicants considering projects other than lighting, HVAC, motors, Variable Frequency Drives (VFDs), or Energy Management Systems (EMS) should call NYSERDA to discuss eligibility. Power Quality and Power Factor improvements are ineligible for funding. All applications will be reviewed and accepted or rejected at NYSERDA’s discretion.
Permanent Installation – All measures must be permanently installed and achieve savings for at least five years. Screw-in Compact fluorescent Lights (CFLs) are ineligible.
Payback – Projects with simple payback periods greater than 18 years (excluding NYSERDA incentives) are ineligible.
Fuel Switching – Conversion from electric to non-electric equipment is ineligible for funding.
Measurement and Verification
All lighting projects saving more than 1,000,000 kWh annually and all other projects saving more than 500,000 kWh annually must perform Measurement and Verification (M&V) for a period of up to one year. NYSERDA’s Technical Consultant will create an M&V Plan in collaboration with the applicant. Projects requiring M&V will be subject to a 40% withholding of incentive, which is payable after NYSERDA receives and approves the final M&V report. At NYSERDA's discretion, M&V may be required for projects with less than 500,000 kWh in annual savings.

CEE's specification uses the BALLAST EFFICACY FACTOR (BEF) as the true measure of efficiency. The input watt figure calculations are based on a premium 4', 32W T8 reference lamp. 2 “P” signifies programmed start, “I” signifies instant start. 3 BEF is calculated by multiplying the Ballast Factor by 100 and dividing by the input watts, except for Howard Industries and Standard Products, which provide the information in their catalog.
